Hartley Neighborhood Association Monthly Meeting 09/21/2006 Minutes

President Barbara Cornelius called the meeting to order at 7pm in the Hartley Elementary School Media Center. Other members in attendance were Michael Cornelius, Don Eveland, Kerry Fina, Ralph Johnson, Ruth Johnson, Kelli Kraft, Chris Lesiak, Serena Reeves, Rhonda Schoenmaker, and Roger Wendelin.

The minutes from the August 17 meeting were reviewed. It was noted that the check for the cleanup was for $150, not $100. The minutes were then approved as corrected.

Rhonda then gave the Treasurer’s report. The balance was $545.37, but this didn’t yet include the $150 income for the cleanup.

Introductions followed.

As part of the Welcome Committee report, Kelli was given a welcome packet. We still have eight or nine packets left.

Barbara gave a report for the Newsletter Committee. She noted that the submittal deadline had slipped and that submissions were still being accepted. Roger and Rhonda, for David, were asked to submit something on the Project Impact cleanup. Ruth was asked to submit something on the Book Mobile.

The Focus Area Committee report was next. Michael submitted the draft recommendations. Chris moved that they be accepted and Michael seconded. Michael then moved to amend the recommendation to allow a mix of trees instead of just Honey Locusts. Rhonda seconded the amendment and it passed by acclimation. The main motion, as amended then passed unanimously. It was noted that the next committee meeting would be held on Monday, September 25, at 7pm in the Hartley Media Center.

A report on the Neighborhood Alliance Fun Day was made by Serena, Ralph, and Roger, who manned our booth. It was held at Antelope Park and attendance was somewhat poor, probably due to the weather and the fact that the day was over scheduled. All city council members attended and six neighborhood associations had booths, which was down from last year. Roger said that he may be able to help out again next year.

Barbara then gave a report on the Mayor’s Roundtable. A presentation had been made on graffiti. Public graffiti, such as peoples names on signs and light posts should be reported to the city hot-line for cleanup. Gang symbols mostly appear on private property and should be reported to the police. Volunteer Partners has started a group to help clean up graffiti on private property. It was noted that information about the new city ordinance on graffiti would make a good newsletter article. A “Community Conversation” meeting will be held on Saturday, October 14 from 8am to 12pm at Clinton Elementary School. This is a UNL group trying to work with recent immigrants and refugees. Registration forms are available.

As part of Old Business, Serena asked about the Lincoln Action Program, Free to Grow, neighborhood parties in Hartley. Serena volunteered to help organize one if Michael could arrange a location and date. The goal would be to have one by the end of October.

The meeting was then opened for New Business.

The group was asked if there was any interest in having a Community Garden next year as the lot at 30th and Q is still available. Ingrid Kirst from Community Crops had noted that fall was the best time to get this started. Barbara said she would check with Judy Foreman about getting a list of people who may be interested.

There was a discussion on down-zoning. Lisa Lockman had asked Barbara if there was any way to stop someone from buying two adjacent lots and building a duplex. It was noted that this would require a change of zoning to R-1, which was not likely to be approved. The Planning Commission has recently approved a down-zoning from R-4 to R-2 in portions of the Witherbee neighborhood. This change still allows duplexes, but with different setbacks. As R-4, about 94% of the lots could have been converted to duplexes. As R-2, about 19% could be converted. It was noted this much of Hartley is zoned R-4 with some R-6. Michael noted that it would cost us $740 to apply for down-zoning, it would be a lot of work, and it that there was no guarantee that it would be approved. He said he would bring a zoning map for the next meeting.
